Saddle Butte Energy Project

Gilliam County, Oregon

The Saddle Butte Wind Project is a proposed 488-megawatt wind energy facility in Gilliam County, Oregon. 

The project spans approximately 12,000 acres and is expected to include up to 70 wind turbines, with the potential addition of a battery energy storage system (BESS) to improve regional grid reliability and flexibility.

After the original Saddle Butte site certificate expired in 2019, the project team refined the location, shifting the footprint approximately 15 miles northwest and siting it adjacent to a new BPA substation and the existing 500 kV transmission line. This adjustment eliminates the need for additional infrastructure, reducing impacts on the local landscape.

When complete, Saddle Butte is expected to deliver significant long-term benefits for Gilliam County, supporting local landowners with stable lease income and strengthening the county’s tax base.

Project Timeline

Brookfield is currently conducting environmental surveys and preparing to begin the Energy Facility Siting Council (EFSC) permitting process.

Project Schedule

  • Q4 2025: Submit Notice of Intent (NOI)

  • Q2 2026: Submit complete EFSC application

  • 2027: Targeted start of construction

  • 2029: Targeted commercial operation
